I am an Academic Researcher and Consultant. I have a PhD in Public Policy from the Australian National University (ANU). My academic background is in strategic and security affairs, strategic policy and planning, and intelligence and risk analytics. My academic activities are complimented by my specialist practical skills and experience in critical infrastructure protection and security risk management. I have published in leading peer-reviewed academic journals including the Australian Journal of International Affairs, Defense and Foreign Affairs Strategic Policy (US), Journal of Pacific Affairs, and the Journal of Pacific History. I am regularly engaged as a specialist consultant for a number of resource development projects on an on-call basis. Most recently as a consultant to Exxon Mobil and Xstrata in Papua New Guinea he has delivered resettlement, community development and security risk management advice. Most recently I was engaged by BHP Billiton to conduct fortnightly assessments of the local political and security environment in Enga province. Having previously worked as Lead Analyst at the Australian Federal Attorney-General’s Department (AGD) (2006-08) and specialised in Critical Infrastructure (CI) protection issues, I authored national threat assessments for the Australian Oil and Gas and Banking and Finance sectors and delivered these assessments to key government and private sector CI owners and operators. Since leaving the AGD and completing my PhD, I have been engaged as a subject matter expert by the Australian Government, private sector MNEs, and overseas universities and think-tanks. These organisations include the Department of Foreign Affairs and Trade, Office of National Assessments, BHP Billiton, AusAID, ExxonMobil, International Finance Corporation, Georgetown University, Stanford University, SAIS John Hopkins University, the East West Center and the Center for Strategic and International Studies. As a Visting Fellow within the Fragile States Project at the Australian Defence Force Academy (UNSW) I am currently leading a research project on the use of anthropology by civil and military organisations for counterinsurgency, stabilisation and peacekeeping operations. I am also an Adjunct Fellow at Monash University’s Global Terrorism Research Centre. My functional expertise in qualitative research and analysis is particularly focused on ethnography, survey design and the use of analytical software such as NVIVO and Analysts Notebook. Earlier in my career (1992-1995) I was a signaller, command post operator and forward observer’s assistant in the Royal Australian Artillery. After the army I lived and worked in New Zealand as a mountain guide and in Emergency Management as a professional mountain rescuer and team leader for the Department of Conservation in Mt Cook and the New Zealand Police in Christchurch (1997-2004).
