Associate Director, Systemwide Risk Management and Public Safety for with the California State University – Office of the Chancellor and works for Assistant Vice Chancellor/Chief Risk Officer, Charlene Minnick since April 2008. Previous to the CSU, Zachary was the “Liability Claims Coordinator” for the City of Santa Ana for seven and-a-half years. Zachary has put his 19+ years of claims handling and risk management experience to work as he tackles the responsibility of assisting in the various and at times complex issues of addressing risk management challenges for the CSU which is a leader in high-quality, accessible, student-focused higher education. With 23 campuses, almost 450,000 students, and 47,000 faculty and staff, the CSU is the largest, the most diverse, and one of the most affordable university systems in the country. At the City of Santa Ana, Zachary worked for another legend in the public risk management field, Jeff Stevens, in handling the liability and property claims for this distinctive and exciting City that represents the only true urban environment in Orange County. This City of nearly 400,000 residents is faced with a variety of liability exposures, from Civil Rights to Tree Roots, and receives nearly a claim per work day. After graduating from California State University, Long Beach, Zachary got his start in the field with SAFECO Insurance. Like Solzhenitsyn leaving the Gulag, Zachary too left SAFECO to work with many diverse Governmental Entities while handling claims and providing “Risk Management” consultation for third party administrator, NovaPro.
