ISI Mark Certification for Your Product: Complete Guide for Manufacturers in India

Planning to manufacture or sell a product in India? Depending on the product category and applicable regulations, obtaining BIS certification and using the ISI Mark may be an important step towards market compliance.

The ISI Mark is associated with product certification by the Bureau of Indian Standards (BIS). It indicates that a product covered by a valid licence conforms to the applicable Indian Standard. For manufacturers, certification involves more than submitting an application. Product testing, manufacturing facilities, quality control systems and factory assessment may also be required.

At UMS Product Compliance Services Pvt. Ltd. (UMSPCS), we help businesses understand ISI product certification requirements and navigate the applicable compliance process.

What Is ISI Mark Certification?

ISI Mark Certification is a product certification scheme operated by BIS under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.

Under this scheme, BIS grants a licence to an eligible manufacturer to use the relevant Standard Mark on products that meet the applicable Indian Standard and certification requirements.

The ISI Mark can be relevant to products across several industries, including construction materials, electrical appliances, steel products, chemicals, household goods and other regulated product categories.

However, not every product automatically requires an ISI Mark. The applicable Indian Standard and any relevant Quality Control Order (QCO) must be checked before deciding which certification route is needed.

Which Products May Require ISI Mark Certification?

The requirement depends on the product, the applicable Indian Standard and current government notifications.

Product categories covered by relevant BIS certification schemes or QCOs may include:

  • Cement and selected construction materials

  • Electrical appliances and certain electrical equipment

  • Steel and steel-related products

  • Pressure equipment and selected industrial products

  • Selected chemicals and materials

  • Household products covered by applicable standards

  • Toys and other products subject to relevant certification requirements

  • Other products notified for compulsory certification

This list is illustrative, not a complete list of products requiring certification.

Before applying, manufacturers should verify the product's exact description, relevant IS number, applicable QCO and implementation date. Some products may follow a different BIS scheme, such as the Compulsory Registration Scheme (CRS), rather than the ISI Mark scheme.

Is ISI Mark Certification Mandatory for Every Product?

No. BIS explains that its product certification scheme is generally voluntary. However, the Government of India can make certification compulsory for specified products through Quality Control Orders and other applicable legal provisions.

When a QCO applies to a product, manufacturers and other businesses covered by that order must comply with its requirements from the applicable commencement date, subject to any stated exemptions or transitional provisions.

For this reason, businesses should not assume that every product needs an ISI Mark—or that certification is optional simply because a similar product is not regulated.

A product-specific compliance assessment is the right starting point.

ISI Mark Certification Process

The process depends on the product, the relevant Indian Standard and the applicable BIS application procedure. A typical process includes the following stages.

Step 1: Identify the Applicable Indian Standard

The first step is to determine which Indian Standard applies to the product. This includes checking the product description, specifications and relevant BIS certification scheme.

Step 2: Review Manufacturing and Quality Control Facilities

Manufacturers should assess whether their facilities, production processes, quality control arrangements and testing capabilities meet the applicable requirements.

BIS product manuals provide product-specific information, including testing and inspection requirements where available.

Step 3: Prepare the Application and Documents

The manufacturer prepares the required application and supporting documents for submission through the applicable BIS process.

Step 4: Product Testing

The product must demonstrate conformity with the relevant Indian Standard. Depending on the applicable procedure, testing may involve a recognised third-party laboratory, testing at the manufacturing premises, or a combination of testing arrangements.

Step 5: Factory Inspection or Assessment

BIS may assess the manufacturing premises to verify production capability, process controls, quality assurance and testing facilities in accordance with the applicable certification procedure.

Step 6: Review and Grant of Licence

BIS evaluates the application, assessment findings and test results. A licence is granted only when the applicable requirements are satisfied and BIS makes the decision to grant it.

Step 7: Maintain Compliance

After certification, the manufacturer must follow the licence conditions, applicable marking requirements, quality control obligations and any required surveillance or renewal procedures.

Documents Required for ISI Mark Certification

The exact documents depend on the product and application route. Common documentation may include:

  • Manufacturer and factory details

  • Business registration documents

  • Product description and technical specifications

  • Applicable Indian Standard details

  • Manufacturing process information

  • Quality control and testing arrangements

  • Testing equipment and calibration records, where applicable

  • Factory layout and infrastructure details

  • Test reports, where required

  • Details of authorised representatives

  • Product labels and proposed marking information

  • Other declarations and documents specified by BIS

Additional or product-specific documents may be necessary. Manufacturers should consult the current BIS application guidance and relevant product manual before filing.

How Long Does ISI Mark Certification Take?

There is no single timeline that applies to every product. The duration depends on the certification procedure, completeness of the application, product testing, factory assessment, response to queries, and other product-specific factors.

Manufacturers can help avoid unnecessary delays by identifying the correct standard early, preparing complete documentation and ensuring that the manufacturing and testing arrangements are ready for assessment.

Any timeline should be treated as an estimate rather than a guarantee of approval.

What Is the Cost of ISI Mark Certification?

The total cost varies by product and certification route. It may include applicable application fees, inspection charges, testing expenses, licence fees and product-specific marking fees, as prescribed by BIS.

Manufacturers should review the latest BIS fee information and applicable product-specific requirements before budgeting for certification.

A reliable cost estimate should be based on the exact product, applicable standard, factory location and required testing and assessment activities.

Common Mistakes to Avoid

Businesses can encounter delays or compliance problems when they:

  • Apply under the wrong certification scheme

  • Select an incorrect Indian Standard

  • Submit incomplete or inconsistent documents

  • Overlook required testing or factory readiness

  • Assume one licence automatically covers every product or factory

  • Use the ISI Mark before receiving the applicable licence

  • Ignore licence conditions, renewal or surveillance requirements

  • Rely on outdated QCO information

Careful preparation helps manufacturers approach the process with a clearer understanding of their responsibilities.
