Currently.Chairman,Cambrensis Ltd. the strategic environmental and risk consultancy, where he has had involvement with Welsh, Dutch, Norwegian and Swiss Government Institutions on Science policy and safety (Aviation and Major Hazards)
He has a track record of significant achievement in the commercial and public sectors. He taught at Imperial College in the 1970s, and then founded the Risk Management consultancy Technica Limited., following his experience leading the investigation into the Flixborough Disaster. Technica pioneered the application of QRA techniques worldwide (UK, US, Australia, Far East).His teams established HAZOP as a staple tool of US process safety and wrote the first compehensive guidebooks on Risk Management Methodologies for the CCPS, AIChE.
Subsequent to Technica being acquired (then some 100 people and a £20 million turnover worldwide) by the Norwegian Certification Society (DNV), he became a professional regulator as Chief Inspector of Her Majesty's Inspectorate of Pollution and Director of Environmental Protection at the Environment Agency. In the 5 years 1991-6, David’s teams cut the UK Pollution Inventory by 50%
More recently, David has acted as Principal Partner of the Acona Group and Managing Director of OXERA Environmental Limited. He chaired the UK Government's radioactive waste organisation (NIREX CLG).
He has been closely involved in developing innovative startups, such as RLTec,(now trading as Open Energi) Intradependency, Alsitek and Tidal Lagoon Power. Finally on risk and resilience he has an ongoing association with Renewable Energy and Cyber and security Specialists RPC and Assure International..
