IRERIS was conceived to assist banks, attorneys, and D&O carriers concerned with four specific issues. These specializations include 1) assisting non-money center banks with their single most pressing capital-preservation issue; regulatory treatment of CRE/ADC loans, 2) Providing banks with CRE valuation insights, assisting with workouts, review and modification of policies, procedures, and strategies 3) Providing acquiring banks with guidance regarding management of Loss-Share Agreements with the FDIC as these pertain to CRE/ACD loans, and 4) Providing BOD and D&O carrier defense counsel insights and defensive strategies heretofore not known to be available when defending against FDIC C&O claims. In addition, D&O carriers requiring insight into regulatory issues vis-à-vis treatment of CRE portfolios and related litigation can draw upon Frank’s two FDIC tours during banking/CRE market crises.
Frank Tardif has held several senior-level positions at major financial institutions within the national lending, workout, liquidations, development, and risk management areas. During each of the last two banking crises, he has worked as an employee for the FDIC. Frank has also served as an Adjunct Asst. Professor at NYU’s MS in RE program. He earned a NJ General Real Estate Appraisers Certification in 2003, logging over 8,500 hours of creditable experience entirely in non-fee assignments for employers.
Frank is a regular panelist and/or moderator for CRE and CRE/Banking related conferences and Webcasts and was quoted extensively in Private Equity Real Estate Magazine’s October, 2010 issue regarding FDIC structured transactions. Based on his early ‘90’s experience at the FDIC Division of Liquidations, Frank and his co-author published a ground-breaking article for the Appraisal Journal. Focused on accurate valuation of distressed commercial properties in distressed markets, the article is still used in MS degree valuation programs, and is frequently downloaded from Frank’s Linkedin.com page.
While working for various financial institutions Frank has held such titles as Vice-President, Commercial Real Estate Investment and Development, Senior Liquidation Specialist Major Assets (FDIC), Senior Vice President, Asset Management (FDIC special servicer contract supervision), Director, National Corporate Real Estate Leasing, and Commercial Mortgage Banking Relationship Manger for one of Wall Street’s most successful conduits during the 1990s. His employers have included Howard Savings Bank, FDIC (2x), AIG, Lehman Brothers, CIBC, and the FHLB-NY. Between 1985 and 2001, Frank completed over $1,000,000,000 of commercial real estate transactions of every type. Since 2002, he has completed over $3,000,000,000 in commercial real estate due diligence, loan, appraisal, and portfolio reviews for employers and clients.
Frank holds a BA in Economics from Rutgers University and an MBA from the University of Pittsburgh. In addition, he has completed over six-hundred hours of post-MBA formal training related to credit, real estate, capital markets, law, environmental issues, and valuation.
