Assuming you are addressing projects of a significant size this article is heavy on the what and very light on the how. ROI insurance starts at the CEO. If there's no accountability process, where an executive sponsoring the project signs up for the ROI and funding is dependent upon a substantial justification process which all the officers weighing in, then the suggestions outlined above are too little too late.
IT ROI is never achieved where the executive sponsor is underconsequenced!
