Yes, global coordination would be an important issue. Simon Johnson argues in the May issue of Prospect magazine that this is the fatal flaw in such a proposal. I am not so sure. Obviously a subsidiary incorporated in a separate jurisdiction from the parent would have to be resolved, if necessary, according to local law. Nevertheless, I believe the parent can be resolved according to something like I propose. This raises the question of whether such a regime would increase the cost of funding for an institution subject to such a process. The likely answer is yes, but it seems to me that is a cost that major countries should be prepared to impose even if they initially are going it alone. In the end, I expect that a similar regime would be enacted globally out of self-protection for domestic taxpayers. In democratic countries, I believe that taxpayers eventually would act to demand such protection.
