If you happen to be in the business of selling telecommunication equipment in India, you will definitely come across the acronym MTCTE Compliance during the course of your meetings, with some sort of sigh accompanying it. But once you understand what it means, it all seems to be rather simple.

MTCTE refers to the Mandatory Testing and Certification of Telecommunication Equipment, something which is discussed on a weekly basis at UMSPCS with the manufacturers and importers of such equipment. It is not the product that confuses them, but rather the sequence of the steps.

What Is MTCTE?

MTCTE is a regulatory framework managed by the Telecommunication Engineering Centre (TEC), which functions under the Department of Telecommunications. As the name suggests, all telecom equipment attached to India's telecom networks has to be tested based on the Indian standards to be used, sold, or installed.

MTCTE is an effort to prevent low-quality and/or insecure products from being used in the network. An insecure router and equipment which creates interference for others cannot be the concern of just one consumer; it will affect the network of everybody.

The process of implementing this regulation has been done in phases, and product categories are brought in one after another. Therefore, the first point that you need to consider in your company is whether your product category has been included or not.

Who Needs to Comply?

In general terms, everyone who makes telecom equipment in India, imports it, and sells it in India is covered by this. The foreign manufacturer will require an Indian representative for this application process, as the TEC works with an entity which has an Indian presence.

If your product belongs to one of the notified categories, you cannot skip getting certification. Otherwise, you may face customs detention, stoppage of sales, and problems with your customers.

Step 1: Confirm Whether Your Product Is Covered

Start by checking TEC’s list of notified products and their groupings. Many businesses skip this, assume they’re covered (or exempt), and later find they were wrong. If your device has several functions, such as Wi-Fi plus Bluetooth plus a cellular module, it may touch more than one category. Look at the whole product, not just its main feature.

Step 2: Understand the Requirements

Each product category is tied to specific standards. Depending on the device, these can include:

  • Essential Requirements (ERs) covering safety, EMI/EMC, and technical performance
  • Interface Requirements (IRs) for how the device connects to networks
  • Security requirements under the Indian Telecom Security Assurance Requirements (ITSAR), which apply to certain categories

Read the exact document for your product. Testing against the wrong version is a quiet way to waste both money and time.

Step 3: Get Tested at a TEC-Designated Lab

Tests have to be conducted in a laboratory selected by TEC. Such laboratories are known as Conformity Assessment Bodies. The necessary tests are carried out in the laboratory, and then test reports are issued.

Tip: You should always consult with the laboratory before shipping samples. Find out the number of samples, accessories, and firmware build version needed. Using the wrong firmware build is one of the most common mistakes.

Step 4: Register and Apply on the TEC Portal

After obtaining the test reports, you will submit an application for certification through the MTCTE portal. In addition to the test reports, you will have to provide company details, product details, and additional documents. For foreign applicants, the authorisation papers of their Indian representatives will be required as well.

Do not rush with the details. Ensure that the model names, versions, and specifications are consistent in all the documents. Inconsistencies between the test report and application may lead to questions later on.

Step 5: Review and Certificate Issue

The TEC will review your application. If there are any gaps, the TEC will require you to provide clarification. Always answer the questions clearly as requested, attach the appropriate documents and try not to send lengthy explanations where a brief one will suffice. After the requirements are met, the certificate will be issued.

Please note that any modification to the product, including but not limited to a new version, a hardware upgrade, or a large update of the firmware, can affect the validity of your existing certificate.

Other Approvals You Might Still Need

MTCTE does not substitute for any other Indian regulations. You might also require certification from WPC for wireless equipment or BIS or some other kind of approval, depending on the nature of your products. Many companies do consider this as a single process, only to find that they are two different processes altogether.

Common Mistakes We See

  1. Assuming a foreign test report is accepted as-is
  2. Using a lab that isn’t TEC-designated
  3. Mismatched model names across documents
  4. Forgetting that variants may need separate treatment
  5. Starting too late and missing a shipment or tender deadline

How UMSPCS Helps

It is not difficult because of the complexity of the requirements but rather because of the simplicity of the details. The experts at UMSPCS and BIS Services can assist you in checking whether your product is required to conform, finding appropriate standards, working with laboratories, preparing documentation, and dealing with the portal tasks. Frequently Asked Questions

  1. What does MTCTE stand for?
Mandatory Testing and Certification of Telecom Equipment. It’s the framework run by TEC for testing telecom products sold or used in India.
  2. Is MTCTE mandatory for every telecom product?
Only for products in notified categories. Since the list has grown in phases, always check the current list for your product.
  3. Can I test my product at any lab?
No. Testing must be done at a lab designated by TEC for the relevant product category.
  4. Do foreign manufacturers need an Indian representative?
Yes. A foreign manufacturer generally needs an authorised Indian representative to apply on its behalf.
  5. How long does MTCTE certification take?
It depends on lab schedules, test results, and how clean your documents are. Delays usually come from failed tests, missing documents, and long query cycles.
  6. Do I need MTCTE if I already have WPC or BIS approval?
Those approvals are separate. If your product is under MTCTE, you need that certification as well.
  7. What if I change my product after certification?
Significant changes to hardware or software may require re-evaluation. Check with TEC or your consultant before selling the modified version.
