If you make, import or sell telecom equipment in India, MTCTE is a name you can’t avoid. Plenty of businesses first hear about it when a shipment gets stuck, or a distributor asks for a certificate they’ve never heard of. It’s much easier to learn the basics before that happens.
At UMSPCS, we work with manufacturers and importers on this process regularly. Here is how MTCTE works, in plain terms.
What Is MTCTE?
MTCTE Registration in India stands for Mandatory Testing and Certification of Telecommunication Equipment. It is run by the Telecommunication Engineering Centre (TEC), which works under the Department of Telecommunications (DoT). The rule is simple: telecom products covered by the scheme must be tested against Indian requirements and certified before they can be sold or imported.
The government introduced the scheme to keep unsafe or poor-quality equipment out of Indian networks. It also pushes for fewer security gaps in the devices that connect to those networks.
Which Products Fall Under It?
The scope has grown in phases. Categories commonly covered include:
- Routers, switches and gateways
- IoT gateways and related devices
- CCTV and surveillance equipment with network connectivity
- Smartwatches and wearables
- Optical network terminals and broadband equipment
- Certain mobile and handset-related products
The list is updated by notification, so a product that wasn’t covered last year may be now. Always check the current TEC list before assuming you’re exempt.
Why Registration Matters
- Legal compliance: Selling or importing notified equipment without MTCTE certification can lead to penalties and seizure.
- Customs clearance: Importers are often asked for valid certification, and missing papers mean delays.
- Business credibility: Telecom operators, system integrators and large buyers usually want certified suppliers only.
- Network security: The testing includes security-related requirements, which protect both you and your customers.
How the Process Works
The exact steps depend on your product, but most applications follow this pattern.
- Check the product category. Find out whether your equipment is notified and which Essential Requirements (ERs) apply. Getting this wrong at the start causes most of the trouble later.
- Register on the MTCTE portal. You create an account on the TEC portal and submit your company details.
- Appoint an Indian representative if you’re a foreign manufacturer. Overseas applicants need someone in India to handle communication and local compliance.
- Test at a designated lab. Samples go to a TEC-designated Conformity Assessment Body (CAB) in India. The lab tests against the relevant ERs and issues a report.
- Submit the application with documents. Along with the test report, you upload product details, technical documents, manuals and authorisation papers.
- Review and certification. TEC Registration checks the submission, and if everything is in order, you receive the Certificate of Conformity. Queries from the reviewers are common, so keep your team ready to respond quickly.
- Keep it current. Certificates are valid for a limited period and need renewal. Product changes or updated standards may require retesting.
Mistakes We See Often
- Picking the wrong product category or ER
- Sending samples that differ from the final production model
- Uploading documents with mismatched model names or details
- Leaving certification until the shipment is already booked
- Forgetting that other approvals may also apply
That last point deserves a note. MTCTE is not the only approval in the telecom space. Wireless products may also need WPC approval, and some electronics need BIS registration. Many businesses are surprised to find they need two or three certificates for a single product.
Timeline and Cost
Timelines vary with lab availability, test results and how quickly you answer queries. A well-prepared application can move faster, while test failures or missing documents can add weeks or months. Costs usually include lab testing fees, government fees, and any consultant or representative charges. Since these depend on the product, ask for a clear estimate early.

- What is MTCTE registration?
It is the process of getting your telecom equipment tested and certified under TEC’s Mandatory Testing and Certification of Telecommunication Equipment scheme. - Who needs MTCTE certification?
Manufacturers and importers of telecom products that are notified under the scheme. - Is MTCTE the same as BIS or WPC?
No. They are separate approvals handled by different bodies. Some products need more than one. - Can foreign manufacturers apply?
Yes, but they generally need an authorised representative in India. - Where is testing done?
At TEC-designated labs in India. Confirm the current list before sending samples. - How long does certification take?
It depends on the product, testing schedule and document quality. Good preparation shortens it noticeably. - Does the certificate expire?
Yes. It is valid for a fixed period and must be renewed. - What if I import without MTCTE?
